If the government were to enforce a “parenting license,” what would the three most important requirements be?

There is a huge controversy on whether or not a parenting license should be put into place in our society. With this license, the government would be able to ensure that a newborn child is arriving into a safe environment. So, what would the three most important requirements be?
NOTE: I am not looking for an opinion about whether or not you agree with this, just what you think important guidelines will be.

Ideally, this would be a good list of requirements.

1. you must be 18 or older
2. you must be financially secure, or have a great supporting group that will help you through everything.
3. You should be required to take parenting classes before childbirth.

I would say that:
1. They need to have enough money to at least make sure the baby has what he NEEDS. Diapers, food, etc.

2. They need to have a home. That way, the child and the parent(s) isnt homeless.

3. They are physically and mentally able to take care of the child. Change his diaper, feed him, etc.

I think

1) Money/house etc
2) Psychological testing.

That is all i can think of.

There is no ‘huge controversy’. It is just funny talk by parents. What is the govt. going to do. Force abortions to those who do not qualify? Force birth control? Force adoptions?
I think not. It is not even a discussion. Sorry, your facts are wrong.

Common sense, stable marriage, financially secure (not rich, but consistently able to pay bills without stress)

Socioeconomic status, social standing, and even age have no bearing on the ability to parent. Child abusers and those who neglect their children can be wealthy, older, and well educated and being that I work with children in foster care, I know this to be true. Mental illness, physical ability, and other factors also have little to do with the ability to care for a child although they can impact how much support an individual needs. And btw, homelessness and poverty are in most states, illegal reasons to remove a child from their parents. The last thing our society needs to yet another government control and that is all a Parenting License would be.

1. Financially secure ( enough money to provide what baby needs )
2. Independent not living with parents or granparents ( or over 18 )
3. Drug testing for all wanna be parents
