If the government were to enforce a “parenting license,” what would the three most important requirements be?

There is a huge controversy on whether or not a parenting license should be put into place in our society. With this license, the government would be able to ensure that a newborn child is arriving into a safe environment. So, what would the three most important requirements be?
NOTE: I am not looking for an opinion about whether or not you agree with this, just what you think important guidelines will be.
