Want to find a way to adopt a child without having to go through foster parenting?

My husband and I have been married 10 years and would like to adopt an infant or toddler with out going through the heartbreak of foster parenting. We cannot afford to do an overseas adoption process and don't want to wait forever any ideas?
We have been married 10 years and are already certified through our local children services but, there are no young children available and is a wait for them.

Are there agencies out there that encourage parenting vs adoption?

There are many agencies encouraging mothers to give their new babies up but I want to know are there agencies that actually encourage the mothers to give parenting a try and help them with parenting classes and how to's and support? I sure hope so. If there is not than my question is how come? I think we need centers like this. Lets keep families in tact!

What is your read on the statement “Consider adoption, a loving alternative to parenting.”?

I happened across a WEB site for an adoption agency that seemed reasonable until came across this statement on the information page for pregnant women considering adoption:

"Consider adoption, a loving alternative to parenting."

I have seen adoption advertised as a loving alternative to abortion but I have never seen it advertised as a loving alternative to parenting.

Has anyone else seen this before? What is your take on this? Is parenting a non-loving option?
